Property Management:Compliance and Training Coordinator, IHC:Full:Time

JOB DESCRIPTION: The Compliance and Training Coordinator (CTC) will be required to monitor all compliance components that affect the business of the housing corporation including Fair Housing oversight, Low Income Housing Tax Credit and Dept. of Housing and Urban development regulatory requirements, be responsible for coordinating and implementing the required industry training of all IHC employees and ensuring employee compliance with required Inglis Foundation training, review IHC policies with the Director and submit updates to the Director for review and submission to the Inglis Compliance department and complete 3rd party file review for rent up, move:ins and move out files

REQUIRED EDUCATION AND WORK EXPERIENCE:
Required : BA/BS preferred and 10 years of progressive Property Management experience including a minimum of 5 years Property Manager Experience. Must be Certified as a Fair Housing Counselor, Certified LIHTC Professional and be a Certified Occupancy Specialist. CPM preferred. Current drivers license, insurance and registration for a working vehicle. Strong work ethic, integrity and commitment to the Inglis vision and mission. Demonstrated knowledge of state and local housing programs and services. Excellent administrative, communication, interpersonal and leadership skills.

ESSENTIAL FUNCTIONS, QUALIFICATIONS and SKILLS:

:The CTC will create the compliance manuals for each property coordinating the information necessary for compliance from all related parties and entities including but not limited to the investor, development partners, owners and funding agencies and place them at the properties after being reviewed by the Director. A copy of this book will be maintained at the IHC central office. The CTC will periodically review and update this manual as necessary
:
The CTC will create a log of all required reporting for related entities including but not limited to the investor, developer/owner and funding agencies noting what is due when and to whom. The CTC will complete all annual compliance reporting and submit to the Director for review and submission. The Director will submit to the required agencies and a copy of the submissions to compliance department. The CTC will maintain an electronic file per property for all final submissions made to investors, owners and state agencies

The CTC will review the Federal Register as often as it is published for changes in program or policy that affect the business of IHC and report same to the Director along with suggestions for its use.

The CTC will monitor federal, state and regional white papers from the trades associated with IHC and advocacy agencies including but not limited to NLHA,IREM,NHFTA, NAHMA, PAHMA, NAR and the Department of Housing and Urban development and make recommendation to the Director and Compliance Committee for policy change or rule implementation

The CTC will periodically, but at least quarterly, review and make recommendations for changes or updates to existing IHC policies and procedures to the Director. The Director will submit these recommendations to the Inglis Compliance Committee

The CTC will be a standing member of the Inglis Compliance Committee and actively participates in the Compliance Risk Assessment and Mitigation process

The CTC will review all monthly HAP Billings and Recertifications for Compliance functions. The CTC will advise the Director of any abnormalities for correction to be made by Property Management staff.and will include the Compliance Department in the reporting of same.

The CTC will monitor the requirements of the Public Housing Authority (PHA) and maintain submission files and reporting requirements on behalf of all communities. The CTC will provide the Property Managers and administrative personnel of each community with the
